Finance for Congregations: Resources for Congregational Treasurers and Bookkeepers (Web Resource)

This resource, from the Office of the Treasurer at the Evangelical Lutheran Church in America, offers a variety of resources for treasurers and bookkeepers in congregations. Although it is written by the ELCA denomination for ELCA churches, the information provided here can be adopted and applied across denominational lines.

A key component of this site is its set of downloadable documents, nearly all of which are in pdf format. The "Congregational Audit Guide" explains who can audit a congregation, how the process works, and how to deal with payroll records, tax records, cash, and the control system. The "Congregational Treasurers Financial and Accounting Guide" examines a treasurer's responsibilities as well as financial reporting. "Internal Control Best Practices" helps congregations determine their optimum financial control activities. The "Accountable Reimbursement Policies" covers non-ministerial business expenses. "Financial Contingency Planning" looks at operating reserves, cash flow projections, and related items.

Two more documents—one on data security and one on identity theft—provide valuable helps for congregations needing to address these issues.
